Photosensitivity epilepsy analysis, ITU-R BT.1702-3 / Ofcom Annex 1 (SDR + HDR)


What we measure and how

Frame-by-frame photosensitivity analysis to the published ITU-R BT.1702-3 thresholds, with the Ofcom Guidance Note 1 Annex 1 (2009) profile applied when the spec selects it. Each candidate flash must simultaneously satisfy: (1) luminance change ≥20 cd/m² in regions where the darker state is <160 cd/m² (SDR assumes 200 cd/m² peak per Jordan & Vanderheiden 2024; HDR uses the absolute PQ/HLG luminance via the pseqc EOTFs, SQC-1344); (2) qualifying-change area >25% of the screen; (3) flash rate exceeds the threshold (3/s). A separate red-flash check fires when saturated red (R/(R+G+B) ≥ 0.8) covers >25% of the screen, and a third category flags sustained high-contrast regular patterns. Analysis runs at the source's native resolution with motion compensation for camera pans (the pseqc C++ engine, BT.1702-3 Fig. 4 measurement framework). Runs on SDR and HDR (PQ/HLG) essence alike. Not a certified replacement for HardingFPA.
